Abstract

Through this work, we seek to analyze—and therefore to understand and dissect—the consistency and various aspects of “Throw Him the Ball” phenomenon as a tactic of anti-territorial intelligence. To this end, we adopted an abductive approach that allowed us to construct a theorico-analytical model of “Throw Him the Ball” phenomenon and then to empirically test it through a descriptive quantitative approach, using a questionnaire administered to a national sample of 213 representatives of territorial actors. The results of our empirical investigation revealed the anchoring of this tactic within the territorial decision-making system, as well as exposed its contexts of emergence, its underlying factors, and its harmful impacts on territorial development.
