Standardization and Governance of Artificial Intelligence from a Moroccan Perspective: Compliance Challenges in Human Resource Management

Abstract

This article examines the standardization of artificial intelligence (AI) as a strategic lever for ethical governance, compliance, and organizational performance. It highlights the convergence of international frameworks while emphasizing the challenges associated with contextualizing them in emerging countries. The study is based on an integrative literature review that combines three key dimensions: AI standardization, governance, and human resource management (HRM), drawing on recent international standards and frameworks, national strategic visions, and institutional structures, as well as academic work on algorithmic governance and the transformation of the HR function in the age of AI.

The main contribution of this research lies in mapping international AI normative frameworks and analyzing their translation into the Moroccan context through the lens of adaptive standardization, a key concept that refers to a state's ability to align global standards with its institutional, economic, and cultural specificities. The study shows that this adaptive standardization, supported by institutions and organizational structures, represents a strategic pathway for establishing responsible governance and sustainable competitiveness.

It further emphasizes that the success of this process depends on workforce upskilling and dissemination of an organizational culture rooted in transparency and human oversight. Thus, AI standardization is not limited to a technical requirement; it functions as a tool of adaptive governance that supports the transformation of human resource management and reinforces trust within organizations.
