Comparative analysis of the effectiveness of different social protection programs in Morocco in terms of improving the well-being of target populations

This study aims to comparatively analyze the effectiveness of the main social protection programs in Morocco in terms of improving the well-being of target populations. It assesses the effectiveness of these programs based on relevant criteria, including relevance, efficiency, impact, sustainability, and equity. Six programs are analyzed: RAMED, Emergency Program (2008-2012), PNAPS, FSF, Entraide Nationale, and FEF. The study employs an approach combining documentary analysis of official reports (HCP, World Bank, ANAM) and econometric analysis of national survey data (2004-2023) covering 18,265 households. Three econometric models are applied: multiple linear regressions, logistic models, and difference-in-differences (DiD) estimations. RAMED reduces the poverty rate by 0.132 points (p<0.01) and increases consumption by 358-422 dirhams per person. The Emergency Program decreases poverty by 0.095 points (p<0.05) and creates over 2 million jobs. Other programs show positive but more moderate effects. The study highlights persistent challenges in targeting equity and financial sustainability.
