The economic and social fundamentals of the Green Morocco Plan: a case study of the Oriental region

Abstract

Since independence, Morocco has placed paramount importance on agriculture as a sector capable of generating real economic value. In 2008, Morocco implemented a new agricultural policy known as the Green Morocco Plan (GMP). It should be noted that the implementation of this policy has met with both success and failure at various levels. To examine the impact of this initiative, this article seeks to address the following research question: "To what extent has the Green Morocco Plan improved agricultural productivity and created an impact in the Oriental region?" To answer this question, this paper employs a quantitative approach that integrates qualitative variables. This work is based on an empirical study analyzing statistical data collected through survey questionnaires and the achievements of the GMP in the Oriental region. Our analysis focuses on how to overcome failures and improve agricultural policy. We formulate recommendations based on our research, after attempting to reconcile empirical findings with theoretical frameworks. Regarding the results, our study highlights significant shortcomings in the implementation of the GMP in the Oriental region, underscoring multiple challenges and suggesting the need to re-evaluate agricultural policies in favor of a more coherent, effective, relevant, efficient, and sustainable approach. Our study demonstrates that the GMP initiative has not yet effectively developed a competitive agricultural sector at either the regional or national level.
