Educational data governance and strategic management of vocational training quality: a theoretical reflection applied to the case of Moroccan Cities of Trades and Skills

Abstract

This article offers a theoretical reflection on educational data governance as a lever for the strategic management of vocational training quality. Existing literature rarely articulates education sciences, management sciences and vocational training public policy, leaving the organisational and ethical conditions for the strategic use of educational data under-theorised. Addressing this gap, the article examines how the production, organisation, sharing and use of educational data, notably through learning analytics, support managerial decision-making, programme evaluation and continuous improvement in training. The approach relies on a targeted narrative literature review (2014-2025) on data governance, quality management and learning analytics, contextualised to the Moroccan case of the Cities of Trades and Skills. The analysis leads to a four dimensional analytical framework, production, organisation, strategic use and ethical governance articulating data-driven strategic management and quality management. The main contribution is an integrative conceptual model that frames the quality of vocational training as the outcome of a structured interaction between information, decision and governance, offering decision-makers a reference framework for data-driven strategic management of training quality
